The Publicly Accessible Locations Team and Martyn’s Law Team sit under the PROTECT strand of CONTEST in the Home Office. The team have responsibility for the strategy for protecting the public from terrorism as they go about their day to day lives. This includes the development of new legislation in the form of Martyn’s Law (formerly known as the Protect Duty) and the Publicly Accessible Locations pilots, focussing on four key strands: Sites, Sectors, Zones and Groups.
Martyn’s Law will keep people safe by introducing proportionate new security requirements for certain public venues to ensure preparedness for, and protection from, terrorist attacks. Public venues will be better prepared, ready to respond, and their staff will know what to do in the event of an attack. Figen Murray and the Martyn’s Law campaign have tirelessly campaigned for this change, following the tragic death of her son Martyn, alongside 21 others at Manchester Arena in 2017.
